What We Do

Mission Statement

To provide professional, innovative, and proactive leadership to the Board of Supervisors, agency/department heads, and the public through responsible fiscal and administrative policy development and program oversight.

The County Administrator implements the policies and decisions of the Board of Supervisors. The County Administrator's Office is composed of seven units that oversee programs serving the entire County. These units are Intergovernmental Affairs and Civic Engagement; Budget, Performance and Policy; Revenue and Finance; Clerk of the Board of Supervisors; Innovation; East Bay Economic Development Alliance; and Risk Management.


Budget & Finance

The County Administrator’s Office (CAO) prepares the County budget and executes County financing strategies in accordance with the County’s Vision 2026. Budget preparation includes coordination and analysis of departmental budget requests as well as identification of funding gaps.  The CAO also monitors the County budget through quarterly and 5-year forecasts, and provides analysis of federal, State and local developments that affect County finances. Financing activities include management of the County's outstanding debt portfolio and all new debt issuances, the development of financing plans for capital projects, oversight of the County's Surplus Property Development Trust Fund and investor relations.

Clerk of the Board of Supervisors

The Clerk of the Board of Supervisors (CBS) is the official record keeper of the Board of Supervisors. The CBS provides services required by State and local statutes and the Board of Supervisors. These services include: clerking meetings of the Board of Supervisors, the Assessment Appeals Board and Assessment Hearing Officer; recording updates to the Ordinance Code, County Charter and Administrative Code; receiving and processing claims and lawsuits; and maintaining records related to the Board's appointments to Boards and Commissions.

East Bay Economic Development Alliance

The East Bay Economic Development Alliance (East Bay EDA) is a cross-sector partnership supporting strategic economic development in Alameda and Contra Costa Counties. Started nearly three decades ago as a committee of prominent Alameda County stakeholders advising the Alameda County Board of Supervisors, the organization was created as a public private partnership and has since grown to become the regional economic development organization for the East Bay. East Bay EDA’s success relies on its diverse leadership of local business executives, elected officials, education leaders and community CEOs who recognize the extraordinary value of our region locally and internationally and its high quality of life. Guided by its cross-sector leadership, East Bay EDA provides regional marketing, region-specific research, advocacy that benefits business growth and workforce development, as well as a strong voice for employers concerned about education that leads to careers in our emerging economy.

East Bay EDA’s mission is to be the regional voice and networking resource for strengthening the economy, building the workforce and enhancing the quality of life in the East Bay. East Bay EDA’s success results from the strength and diversity of its leadership and the continuous extension of network relationships.

Risk Management Unit

Risk Management provides integrated loss prevention and control services for the County's operational risks. This mission is carried out through employee training and programs in the areas of Workers' Compensation, employee wellness and occupational health services, safety and loss control, property and liability claims administration, the purchase of insurance and the management of self insurance programs, and risk assessment and consulting services to County departments. Risk Management also reviews disability retirement applications of County employees.

Intergovernmental Affairs & Civic Engagement (IACE)

Intergovernmental Affairs & Civic Engagement (IACE) ensures the County’s legislative interests are represented at the State, federal, and local levels. It also develops the two-year legislative platform and analyzes the impact of legislation on County programs. IACE coordinates the County’s public information activities, manages grants and countywide projects, and implements education programs to raise awareness of County programs and services.

Local Agency Formation Commission

Local Agency Formation Commission (LAFCo)

LAFCo is a State-mandated local agency that oversees boundary changes to cities and special districts, the formation of new agencies including incorporation of new cities, and the consolidation of existing agencies. The agency seeks to ensure the orderly formation of local government agencies, to preserve agricultural and open space lands, and to discourage urban sprawl.

Innovation

This unit works with County departments and other stakeholders to promote new or improved services through innovation at all levels of the organization. The unit supports the success of innovation and improvement initiatives through written documentation of business requirements and processes, integration of technology, ongoing performance monitoring and alignment with organizational goals, objectives and desired outcomes. It also develops and manages relationships with strategic public and private partners.

Hackathons

In October 2012, Alameda County launched its Data Sharing Initiative. To support this initiative, the County Administrator's office began working with Alameda County ITD  to host hackathons. They have been a great success in generating public enthusiasm. The Alameda County Apps Challenges encourage residents to harness the power of technology and open government to benefit the community.
